Background of the Study
Maternal healthcare remains a critical component of public health in Nigeria, where high maternal mortality rates continue to be a major concern. Government health policies play a significant role in shaping maternal healthcare services by influencing the availability, accessibility, and quality of care provided to pregnant women. In Kaduna State, various health policies have been implemented to improve maternal health outcomes, including free antenatal care, skilled birth attendance, and postnatal services.
Despite these interventions, maternal mortality remains high in Kaduna State, often due to inadequate healthcare infrastructure, poor implementation of policies, and limited access to quality services, especially in rural areas. Policies such as the National Health Insurance Scheme (NHIS), the Midwives Service Scheme (MSS), and the Kaduna State Maternal and Child Health Policy aim to address these gaps. However, there is limited empirical evidence on their effectiveness in improving maternal healthcare services.
This study seeks to assess the impact of government health policies on maternal healthcare in Kaduna State, examining the extent to which these policies have improved service delivery and maternal health outcomes.
Statement of the Problem
Despite government interventions in maternal healthcare, Kaduna State continues to experience high rates of maternal mortality and morbidity. Challenges such as poor funding, inadequate healthcare personnel, and gaps in policy implementation have hindered the success of maternal healthcare programs.
Several government policies have been designed to improve maternal health services, yet many pregnant women, particularly in rural communities, struggle to access quality care due to financial constraints, lack of awareness, and infrastructural deficits. If these issues are not addressed, the state may fail to achieve the Sustainable Development Goal (SDG) target of reducing maternal mortality.
This study will evaluate the effect of government health policies on maternal healthcare services in Kaduna State, identifying areas that require improvement to ensure better maternal health outcomes.

To recommend strategies for enhancing the effectiveness of government health policies on maternal healthcare.

Scope and Limitations of the Study
The study will focus on public maternal healthcare facilities in Kaduna State, assessing the impact of government policies on service delivery. Data will be collected from healthcare providers, pregnant women, and policymakers. Limitations may include difficulties in obtaining official policy implementation data and potential reluctance of healthcare officials to disclose challenges.
